China Information and Communication Research Institute released the White Paper on China's Broadband Development in Beijing yesterday (27th). According to the white paper, the implementation of network speed reduction and fee reduction has exceeded 90% in fixed broadband and mobile traffic.
The network speed measurement results of international organizations through professional software show that in July 2018 China's fixed broadband download rate ranked 19th among 133 countries in the world, and China's mobile broadband download rate ranked 37th in the world.

Liu Duo said that China has entered the fiber era in an all-round way. The proportion of fiber-optic broadband users has reached 87%, and the penetration rate of fixed-band broadband has increased to 82%, completing the development goals of the national “13th Five-Year Plan” ahead of schedule. Fiber users and 4G user penetration are among the highest in the world.
Director of the Information and Communication Development Department of the Ministry of Industry and Information Technology Wen Ku: This year, the domestic traffic “roaming fee” was abolished. The average mobile traffic fee was 91% lower than that at the end of 2014. The average fixed broadband tariff was more than 90% lower than that at the end of 2014. In the past three years, the network speed-up and fee-reduction work has been carried out, and the accumulated cost reduction has exceeded 130 billion yuan.
